The best business ideas in Mumbai for a ₹2.5–20 lakh budget are the ones that keep rent low. Think cloud kitchens instead of storefronts, garment and leather trading out of Crawford Market and Dharavi, and service businesses you can run from a small Andheri or Navi Mumbai unit. Below you'll find 15 ideas, each with a rough Mumbai setup cost, an expected margin, the licences it needs and a funding route through Mudra, PMEGP or Maharashtra's CMEGP.
Yeh page tumhare liye hai if you have savings, a Mumbai address and no patience for lists with zero numbers. According to Google Trends, searches for "business ideas in mumbai" rose +140% in the 24 hours to 24 October 2026. Diwali 2026 runs from Dhanteras on Friday 6 November through Lakshmi Puja on Sunday 8 November to Bhai Dooj on 10 November, so a few of these ideas come with a festive window that is closing fast.
First, the Mumbai math: rent decides everything
In Mumbai, rent usually kills a business before competition does. Pick the suburb to suit the work: the customer-facing part goes where customers are, and the stock goes where space is cheap.
- Andheri, Powai, Bandra: footfall and corporate customers, but retail rent can easily cost ₹50,000–1.5 lakh a month for a 200–300 sq ft shop. Treat these as our rough broker-quoted ranges and check them locally.
- Navi Mumbai (Vashi, Turbhe, Kharghar): shops and galas often cost about half of what the western suburbs charge, and you're close to the APMC markets.
- Vasai–Virar industrial galas: cheap for small manufacturing and packing, usually a fraction of island-city rents.
- Bhiwandi: Mumbai's warehousing belt, where small godowns are priced per sq ft at rates far below city shops. It's the right place for stock-heavy trading.
Budget 10–11 months of deposit on most commercial leases. On a ₹60,000 rent that's ₹6–6.6 lakh locked up before you sell anything.

Food business ideas in Mumbai
1. Healthy corporate tiffin or cloud kitchen
Mumbai already runs on dabbas, so this isn't a market you have to educate. A delivery-only kitchen in Andheri East or Powai serving offices costs much less than a dine-in outlet. Most of your ₹4–8 lakh goes on kitchen equipment, the deposit and aggregator onboarding. Right for: someone who can cook to a consistent standard and plan menus. Skip if: you can't be in the kitchen at 6 am.
2. Diwali and corporate gift hampers
This is the most time-sensitive idea on the list. Mumbai's Diwali turnover has been reported at around ₹65,000–70,000 crore (Navbharat Live's figure). Buy dry fruits, diyas and packaging wholesale from Crawford Market and pitch HR teams in BKC and Lower Parel. Paise kaise aayenge: corporate orders of 50–500 boxes, paid 50% in advance. With Dhanteras on 6 November and Lakshmi Puja on 8 November 2026, corporate orders for this year are mostly placed already, so treat 2026 as a test run with friends, housing societies and small offices, and aim for next year's corporate cycle plus weddings.
Planning a Diwali street stall? We found no 2026 BMC scheme for temporary Diwali stall permits. BMC's 2026-27 budget brought in QR-code certificates for authorised hawkers, and drives against unauthorised hawking are continuing (ThePrint). Selling from a society premises, a shop or online is safer than an unpermitted pavement stall.
3. Packaged namkeen and snacks brand
A Vasai gala with fryers, a sealing machine and an FSSAI licence lets you supply kirana stores and quick-commerce darkstores. Margins only hold if your packaging and shelf life are right.
FSSAI warning: on 23 October 2026, the Maharashtra FDA suspended the licences of 11 Mumbai eateries, including two Domino's outlets, for hygiene violations (LatestLY report). Get your FSSAI registration or licence through the official FoSCoS portal before your first sale, not after.
Trading ideas built on Mumbai's ODOP and wholesale hubs
Mumbai has two ODOP districts, Mumbai City and Mumbai Suburban, and the products associated with them point to garments and leather goods. Check the current official ODOP listing before you mention it in a loan application. The useful part is that the supply chain is already in the city.
4. Garment trading for online resellers
Source from Crawford Market and the Mangaldas/Kalbadevi cloth belt, store stock in a small Bhiwandi godown, and sell to Instagram and Meesho resellers. For pricing and sourcing benchmarks, compare how we break down Ahmedabad's garment and apparel ODOP, which is Mumbai's biggest competing source.
5. Private-label leather goods from Dharavi
Dharavi's leather workshops will make wallets, belts, laptop sleeves and bags to your design in small minimum order quantities. Your margin comes from branding, photos and B2B gifting orders, not from manufacturing. Expect to pay for 2–3 sampling rounds before a batch comes out right.
Service business ideas in Mumbai (low capital)
6. Laundry and dry cleaning
Machines take ₹4–7 lakh of the budget. Housing societies in Navi Mumbai and Thane give you dense pickup routes. Subscriptions sold through society WhatsApp groups help you break even faster.
7. Pet grooming
The western suburbs have high pet ownership and few trained groomers. You can start with a home-visit kit and upgrade to a van once you have 150 or more repeat customers.
8. Co-living / PG management
Lease 2–3 flats near job hubs, furnish them and sub-let by the bed. Most of your capital goes into deposits. Check that your lease explicitly allows sub-letting.
9. Digital marketing for local SMEs
Some guides claim you can start for under ₹20,000. You need a laptop and a few case studies. Mumbai's restaurants, clinics and coaching classes will pay ₹10,000–40,000 a month for Google Business Profile, Instagram and ad management.
10. Mobile and laptop repair
Buy parts on Lamington Road and rent a 100 sq ft counter in any busy suburb. Doorstep pickup in housing societies is your growth channel.
11. Event décor and planning
The wedding, Ganpati, Navratri and Diwali seasons run back to back. Rent props instead of buying them in your first year.
12. Boutique yoga or pilates studio
Bandra and Juhu customers pay premium prices, but rent eats into everything. Start with morning-and-evening slots in a shared space before signing your own lease.
13. Micro-fulfilment for D2C brands in Bhiwandi
Small brands need someone to store, pack and ship 50–500 orders a day. This is the most capital-heavy idea here, and it works best if you have operations experience.
14. Insurance and financial advisory
The budget is about ₹3–5 lakh, mostly for certification, a laptop, a co-working seat and marketing. Commissions take a while to build up, so keep 12 months of personal expenses saved.
15. Mumbai-themed merchandise
Tote bags, magnets, prints and tees designed around local trains, kaali-peeli taxis and Art Deco buildings sell online and in tourist zones. Get them printed in Vasai or Bhiwandi.
Licences you need to start a business in Mumbai
- Shop Act (Gumasta) under the Maharashtra Shops & Establishments Act 2017: needed for any shop or office. Gumasta licences issued under the old 1948 Act are no longer valid. According to secondary sources, a Maharashtra ordinance effective 1 October 2025 raised the registration threshold from 10 to 20 workers. Below 20 workers you file a free online intimation (Form F) and get a receipt instead of a certificate; at 20 or more you register. We couldn't confirm this on an official page, and many older guides still say 10 workers. Sources also disagree on the deadline (30 vs 60 days). Check the current rules with the Maharashtra Labour Department or the MCGM portal before you file.
- BMC trade licence: separate from the Shop Act. It applies only to trades listed in Schedule M of Section 394 of the MMC Act 1888, such as food and storage businesses. Most ordinary shops and offices don't need one, but cloud kitchens and snack units should check on the MCGM portal.
- Udyam (MSME) registration: free, paperless, and based on Aadhaar and PAN, at udyamregistration.gov.in. It does not replace the Shop Act. Ignore lookalike sites that charge a fee.
- FSSAI: required for ideas 1–3 and food hampers, via foscos.fssai.gov.in.
- GST: required once you cross the turnover threshold or sell across states online, at gst.gov.in.
Funding: Mudra, PMEGP or CMEGP?
- CMEGP (Maharashtra): collateral-free loans of up to ₹50 lakh for manufacturing and ₹20 lakh for services. Mumbai counts as urban, so general applicants get a 15% subsidy and special categories (SC/ST, women, ex-servicemen, persons with disabilities) get 25%. The 35% rate you see in headlines is for rural areas. You must be 18–45 (up to 50 for special categories), and a 10-day Entrepreneurship Development Programme is compulsory after sanction. Applications are online only: the District Industries Centre screens them, a district committee approves, and then the bank processes the loan. Apply at maha-cmegp.gov.in, and ignore lookalike addresses such as "maha-cmegp.org.in". The scheme is also listed on myScheme. Interest rates are set by each bank, not by the scheme.
- PMEGP (central): similar loan caps and urban subsidy slabs. It suits ideas 3, 5 and 13. Choose either CMEGP or PMEGP for a project, not both.
- Mudra: best for service and trading ideas (4, 6, 9, 10, 11) that need less than ₹10 lakh and no subsidy paperwork.
- State startup support: the Maharashtra Startup Policy 2025 announced a ₹500 crore Maha-Fund. We couldn't find an open application call, so check msins.in before planning around it. The Union Cabinet's ₹10,000 crore SME Growth Fund, approved on 6 October 2026, makes equity investments in growth-stage SMEs and is not a startup loan (ChannelIAM).
Your 30-day launch roadmap
- Days 1–5: Pick one idea from the table and get three real rent quotes from your chosen suburb.
- Days 6–10: Visit Crawford Market, Dharavi or Bhiwandi for supplier quotes, and get samples where the product needs them.
- Days 11–15: Register on Udyam, then file your Shop Act intimation or registration, and FSSAI if you sell food.
- Days 16–22: Write a one-page project report with costs, margin and breakeven month. Apply for Mudra or CMEGP.
- Days 23–30: Pre-sell to 10 customers before you spend the bulk of your capital.

Frequently asked questions
Which business is most profitable in Mumbai?
Service businesses usually have the highest margins: digital marketing for local SMEs (50–70%), pet grooming (40–55%) and mobile repair labour (40–60%). They need little stock and little rent. Food and trading businesses earn lower margins but can grow larger. In Mumbai, profit depends more on keeping rent and deposits under control than on which idea you choose.
Can I start a business in Mumbai with low investment?
Yes. Digital marketing, social media management, tutoring and home-based hamper or snack businesses can start for under ₹1–3 lakh. Avoid a high-street lease in the first year. Run the business from home or a co-working seat, or keep stock in a cheap Bhiwandi or Vasai unit, and spend on customers rather than deposits.
Do I need a Shop Act licence in Mumbai?
Every shop or office falls under the Maharashtra Shops and Establishments Act 2017, and old 1948-Act Gumasta licences are no longer valid. Secondary sources say an ordinance effective 1 October 2025 raised the threshold to 20 workers. Below that you file a free Form F intimation and get a receipt. Older guides still say 10 workers, so check with the Labour Department or MCGM.
How much subsidy does CMEGP give in Mumbai?
Mumbai counts as an urban area under CMEGP, so general applicants get a 15% subsidy and special categories such as women, SC/ST, ex-servicemen and persons with disabilities get 25%. The 25% and 35% rates in many headlines are for rural areas. Loans go up to ₹50 lakh for manufacturing and ₹20 lakh for services. You apply online at maha-cmegp.gov.in.
Is Udyam registration free?
Yes. Udyam registration is free, paperless and based on your Aadhaar and PAN, on the official site udyamregistration.gov.in. Many lookalike websites charge fees for the same thing, so avoid them. Udyam gives you MSME benefits, but it does not replace your Shop Act registration or intimation.
