Should You Start a Government Scheme Access Platform in 2026?
An honest reality check and setup guide: what it costs, what you keep, what Shark Tank India taught founders in this space, and a 90-day plan to test it.
The 30-second verdict
Yes, for a founder who understands grassroots India. Haqdarshak pitched a platform to help people and MSMEs discover welfare schemes on Shark Tank India Season 2 and got a deal from three sharks. Many eligible people never apply for schemes, and helping them can be paid for by companies, banks and governments.

Market reality 2026: why now, or why not now?
Tailwinds
- Indian small businesses are digitising fast, and many now pay for software through UPI AutoPay.
- AI models handle Indian languages far better than a few years ago, and government efforts such as Bhashini are adding more language data.
- Businesses in tier-2 and tier-3 cities want tools in their own language, which global products rarely offer.
- A small team can now build a usable product in weeks, so you can test demand cheaply.
Headwinds and traps
- Big platforms keep adding AI features for free, which can wipe out a standalone product overnight.
- Small businesses have low budgets and cancel when a month goes badly.
- AI costs and quality are harder to control in low-resource languages.
- India's Digital Personal Data Protection Act adds obligations for any product that handles customer data.
What changed in 2026
Generic AI features are now free inside every major tool, so selling 'AI that writes' is hard. What still works in 2026 is owning one complete workflow for one type of business, in the languages its customers use, with results the owner can see in money or time saved.
India has hundreds of central and state schemes, but most people don't know which ones they qualify for. Field agents and apps can help them apply. Revenue comes from companies, banks and CSR programmes that want to reach these users.
Real setup costs and unit economics
Estimated for a founder plus one technical co-founder or developer, with six months of runway, 2026 prices.
| Line item | Cost range | What it covers |
|---|---|---|
| Prototype build | ₹50,000 – ₹3,00,000 | First working version, or freelance development if you don't code |
| AI and hosting costs, first 6 months | ₹30,000 – ₹1,50,000 | Model API usage, cloud hosting, databases |
| Language reviewers | ₹30,000 – ₹1,50,000 | Native speakers checking output quality in each language |
| Company setup and legal | ₹20,000 – ₹80,000 | Private limited or LLP, contracts, privacy policy, data-protection basics |
| Sales and demos | ₹30,000 – ₹2,00,000 | Travel, events, trial incentives, a simple CRM |
Unit margin breakdown
For a customer paying ₹2,999 a month:
| AI and hosting cost | ₹300–700 |
| Payment gateway and taxes on fees | About 2% |
| Customer support | ₹200–400 |
| Cost to win the customer | ₹6,000–20,000 one time |
| Months to pay back that cost | 3–8, if fewer than 5% of customers cancel each month |
Churn decides everything. If a tenth of customers cancel each month, the business never pays back what it spends to win them.
Licences and government support
Licences you'll need
- Company or LLP registration
- GST registration (needed for most business customers)
- DPIIT Startup India recognition (optional, but useful)
- Privacy policy, terms of service and data-processing agreements
- Udyam registration
Government support worth checking
- Startup India (DPIIT recognition): Recognised startups get easier compliance, tax-holiday eligibility and access to government seed and fund-of-funds programmes.
- Udyam registration: Free, online, Aadhaar-based MSME registration. Most MSME benefits, including priority-sector bank loans, start here.
- CGTMSE: A credit guarantee, not a cash subsidy, so a bank can lend without collateral. From 1 April 2025 the guarantee ceiling is ₹10 crore per borrower. Coverage is generally 75% (higher for micro enterprises, women, SC/ST and the North East). For MSE loans sanctioned or renewed on or after 1 April 2026, including PMEGP units, banks must lend without collateral up to ₹20 lakh under RBI/2025-26/206. Banks may go up to ₹25 lakh without collateral based on track record.
- Stand-Up India: Bank loans from ₹10 lakh to ₹1 crore for SC, ST and women entrepreneurs setting up a greenfield enterprise. The borrower must bring in at least 10% of the project cost. The Department of Financial Services records the scheme as operational until 31 March 2025; do not treat it as open.
Scheme limits change. Confirm current terms on the official portal or with your bank before applying.
The hard truths: why most attempts fail in year one
Free features eat your product
If your product is one feature a big platform could add, assume it will. Build around a specific workflow, the data it produces, and a customer relationship the platform doesn't have.
Small businesses cancel
Monthly plans for small businesses often lose 5–10% of customers a month. Annual plans, onboarding calls and visible results each month are what keep them.
AI costs can spike
One heavy user or a pricing change from your model provider can wipe out your margin. Set usage limits per plan and track cost per customer every week.
From founder sales to a sales team
Most B2B products stall when the founder stops selling. Write down what works before you hire, and expect the first sales hire to take 3–6 months to become productive.
The 90-day execution blueprint
The aim is ₹1 lakh in monthly recurring revenue from real customers, or clear proof that customers won't pay.
Days 1–15
Validate the problem
- Interview 20 target business owners about the task you want to solve and what it costs them today.
- Pick one type of business and one or two languages.
- Show a rough mock-up and ask for a pre-order or pilot fee.
Days 16–45
Build the smallest useful version
- Build only the workflow those customers asked for.
- Have native speakers check every output before it reaches customers.
- Register the company and put basic privacy terms in place.
Days 46–75
Sell by hand
- Onboard your first 10 paying customers personally.
- Ask trade associations and local industry groups for introductions.
- Track weekly usage for every account.
Days 76–90
Review the numbers
- Measure cancellations, cost to win a customer and AI cost per account.
- Raise prices for the customers getting the most value.
- Decide whether to automate, change the target customer or stop.
